Malaysia Budget 2027: 8 Key Highlights for SME Owners

Malaysia announced Budget 2027 on 9 October 2026, bringing several changes that could affect how small and medium-sized enterprises (SMEs) manage employees, operating costs, and business finances.
From higher minimum wages and lower SME tax rates to support for training and hiring young talent, here are eight Budget 2027 highlights Malaysian business owners should pay attention to.
Minimum wage to increase to RM2,000 from June 2027
One of the biggest announcements for employers is the increase in Malaysia's minimum wage from RM1,700 to RM2,000 per month, scheduled for June 2027.
That's an additional RM300 per employee, or approximately 17.6%.
However, there is an important exception. The Government announced that micro, small and medium-sized enterprises (MSMEs) with annual sales below RM50 million will be exempt from the new rate, giving smaller businesses more time to adjust.
For businesses affected by the increase, the additional cost can add up. If 10 employees currently earning RM1,700 each receive a RM300 increase, that means an extra RM3,000 in basic salaries every month, or RM36,000 over a full year, excluding additional employer statutory contributions. The actual cost for 2027 would depend on the implementation date.
The new rate and exemption have been announced in the Budget speech. Employers should review their salary structures while awaiting the legal details confirming how the changes will be implemented.
Lower corporate income tax rates for SMEs
There is some welcome news on the tax front.
Budget 2027 announced a one-percentage-point reduction in corporate income tax rates for eligible MSMEs across two chargeable-income bands.
First RM150,000 of chargeable income: current 15%, announced 14%. RM150,001 to RM600,000: current 17%, announced 16%.
For an eligible business with at least RM600,000 in chargeable income, the reductions across these two bands could mean RM6,000 in annual tax savings, assuming the announced rates take effect as described.
That extra money could help with equipment purchases, employee development or other operating expenses.
One distinction matters here: chargeable income is not the same as annual sales. The preferential rates also have their own tax eligibility conditions, so being classified as an SME does not automatically mean a company qualifies.
The announced reductions will need to be reflected in the applicable tax legislation before businesses use the new rates in their tax calculations.
RM57 billion in financing and guarantee support
For many SME owners, managing cash flow is just as important as growing sales.
Budget 2027 announced that financing and guarantee support for businesses would increase from RM50 billion to RM57 billion.
Bank Negara Malaysia also announced an additional RM5 billion for its SME Stabilisation Relief Facility, which helps affected SMEs access working capital to manage temporary cash-flow pressures.
The facility is scheduled to remain available until 30 June 2027, or until its allocation is fully utilised, whichever comes first.
This may be worth exploring if your business is facing short-term financial pressure.
But remember, financing is not a grant. Loans generally need to be repaid, while guarantee schemes support access to borrowing rather than giving businesses free funding.
Businesses should compare the actual financing terms and eligibility requirements before applying.
RM30 million to support AI adoption among SMEs
Thinking of using AI to reduce manual work in your business?
Budget 2027 announced RM30 million through the Malaysia Digital Economy Corporation (MDEC) to support AI adoption and automation among 4,000 micro, small and medium-sized enterprises (MSMEs).
For example, a small business might want to use AI to organise documents, handle routine customer enquiries or reduce repetitive administrative tasks.
The initiative could help businesses take their first steps towards automation. However, MDEC has not yet confirmed what assistance participating SMEs will receive, whether through funding, access to AI solutions or implementation support.
The eligibility requirements, application process and launch date also remain to be announced.
If you're considering AI for your business, start by identifying which everyday tasks could benefit from automation. Keep an eye on MDEC's official announcements to see whether your company qualifies for support under the new initiative.
Healthcare support for employees of smaller SMEs
Employee medical benefits can be difficult for smaller businesses to provide, especially when healthcare costs are rising.
Under Budget 2027, the Government announced a RM200 subsidy per eligible employee to help smaller SMEs pay for their first year of MediAsas medical insurance or takaful coverage.
The subsidy is available to qualifying businesses with fewer than 75 employees, for a maximum of 50 employees per company.
For example, if your business has 60 employees and all qualify, the subsidy would cover a maximum of 50 employees. At RM200 per employee, your company could receive up to RM10,000 in subsidies towards their first-year medical insurance premiums.
MediAsas is a voluntary medical insurance and takaful initiative designed to make basic healthcare coverage more affordable. It is scheduled for public rollout in January 2027.
However, the RM200 is only a contribution towards the insurance cost, not free medical coverage. The final eligibility rules, premium amounts and application process will determine how employers and employees can benefit.
What this means for employers: If you currently do not provide medical insurance, MediAsas may be a more affordable option to consider when planning your employee benefits for 2027.
Higher capital allowance threshold for low-value assets
Planning to buy a new laptop, printer or other equipment for your business?
Budget 2027 proposes increasing the limit for low-value business assets from RM2,000 to RM3,000 per qualifying item.
This means businesses may be able to claim the full cost of certain equipment as a tax deduction in one year, instead of spreading the deduction over several years.
For example, if your company purchases a laptop for RM2,800, it could qualify for a full RM2,800 capital allowance deduction in one year under the proposed rules.
But this doesn't mean the Government pays for your laptop. Your business still pays RM2,800. The tax deduction simply reduces the income your company is taxed on.
For SME owners planning to upgrade office equipment in 2027, this could provide faster tax relief on qualifying purchases. The final eligibility rules and effective date are still subject to confirmation.
Up to RM5,000 matching grant for first-time halal certification
Thinking of getting halal certification for your business but concerned about the cost?
Under Budget 2027, the Government announced matching grants of up to RM5,000 for micro, small and medium-sized enterprises (MSMEs) applying for halal certification for the first time.
A matching grant means the Government helps cover part of the eligible costs, while your business contributes the remaining amount.
For example, if your business needs to spend RM8,000 preparing for halal certification, the grant could help reduce your expenses. However, the amount covered will depend on the final funding percentage and eligible costs.
This could be useful for businesses in food production, F&B, cosmetics and other sectors looking to obtain halal certification and reach more customers.
The Halal Development Corporation (HDC) also provides support to help first-time applicants understand certification requirements and prepare the necessary documentation.
If halal certification is part of your business expansion plans, this is a potential funding opportunity worth exploring in 2027. Check the official eligibility requirements and application process before committing to any expenses.
Up to 100% tax allowance for green technology investments
Planning to install solar panels or invest in greener equipment for your business?
Budget 2027 announced enhanced tax incentives for companies investing in qualifying green technology, with an Investment Tax Allowance of up to 100%. The incentives will also be extended until 31 December 2030.
For example, if your company is considering solar energy or other green technology assets for its own use, you may qualify for tax relief on eligible investment costs.
However, a 100% tax allowance does not mean the Government pays for your equipment. Your business still bears the purchase and installation costs. The allowance helps reduce taxable income, subject to the applicable tax rules.
Not every energy-saving product will automatically qualify. Businesses will need to check the approved assets, eligibility requirements and application procedures before making an investment.
If you're already planning to invest in green technology, this incentive could help reduce your company's tax burden while potentially lowering long-term operating costs. Check your eligibility before committing to the purchase.
What should SME owners prepare for in 2027?
Not every Budget announcement will apply to every SME. The most useful starting point is to identify which changes could actually affect your business.
Three areas are worth reviewing:
Employment costs: Review your current salary structure, payroll budget and any upcoming wage adjustments.
Business support: Check which tax measures, financing facilities and training programmes your company may qualify for.
Workforce planning: Consider whether developing existing employees, adopting better tools or participating in young-talent programmes fits your business needs.
There is no need to act on every initiative at once. Focus on the changes that are relevant to your business and follow the official implementation details as they become available.
Budget 2027 brings both new costs and potential opportunities for Malaysian SMEs. Understanding which measures apply to your business will help you make better decisions for the year ahead.
